Objectives:

  1. To systematically review the impact of devolution and fiscal federalism on health care and social policies for migrants adopted by Italian regions that have an impact on access to health care services and, ultimately, on health inequalities between socio-economic groups in Italy.
  2. To identify a system of indicators to be proposed for monitoring such inequities and inequalities both at National and regional/local level
  3. To identify a way for measuring the appropriateness of public health care services provision to migrant population as well as to all lowest socio-economic groups of the society at risk of poverty and social exclusion.

The analysis will identify:

  1. Report on the use of health and health care access/barriers indicators by Italian Regions
  2. Analysis of national and regional policies to address health inequalities and to address inequalities in access to health care or barriers to access
  3. Estimate a set of indicators, including income-related inequities in access to health care by migrants in Italy
  4. Analysis of the appropriateness of public health care services provision to migrant population as well as to all lowest socio-economic groups of the society at risk of poverty and social exclusion.
